The Official Update From The Government
According to new reports from February 2026 the government is officially in the final phase of enabling inward remittances for PayPal Sri Lanka.
Waruna Sri Dhanapala, the Secretary to the Ministry of Digital Economy, recently confirmed that there has been significant progress made between private banks, PayPal, and its parent company.
He stated that the Central Bank has indicated the initiative is now nearing completion. The goal is to finally allow small and medium scale businesses to receive foreign income through a formal online mechanism instead of relying on traditional card payments.
Does PayPal Work in Sri Lanka Right Now
This is where you need to be careful.
While the Secretary confirmed that progress has been made he also explicitly stated that no official announcement has yet been issued.
So the answer to does PayPal work in Sri Lanka for receiving money is technically not yet.
The authorities have admitted that the lack of a Sri Lankan address option has forced many local businesses to use fake or foreign addresses to open overseas accounts. This is a massive risk that creates compliance issues and account bans.
The Sarcastic Reality of The Final Stage
If you look at the comments section on any of these news posts the sentiment is pretty clear. Most Sri Lankan freelancers are reacting with heavy sarcasm.
We have been hearing that we are in the final stage for over ten years. Until we see the actual option to select Sri Lanka when asking how to create a PayPal account for business it is just another promise.
However the specific mention of private banks and Central Bank supervision in this update gives it a bit more weight than previous rumors. The government is keen to formalize these transactions to improve transparency and move users away from informal methods like Undiyal.

Do not rush to open a new account today.
If you try to set up a receiving account before the official rollout is complete you will likely still face the same Send Only restrictions.
We are in the final stage but in Sri Lanka we all know that the final stage can sometimes take the longest.
